This Document Applies to The Policies and Administration, Rather
Than User Conduct.  This is the Constitution of MorrisNet/2.
 These Rules CANNOT Be changed, unless a vote of the PERMANENT MEMBERS
 of the Admin are agreed to allow the change.


I. General
  A. Politics
     1) Democracy
     2) Sysops get <<1>> vote, each vote equal
     3) Sysops should setup a voting booth for
        their users to tell what they want.  There
        will be user specific votes, that the sysop
        has to vote on as the users wish.
     4) Simple majority rule, except on:
         - Node removement (2/3)
         - Re-Vote (Unan)
     5) Sysops Get Consensus of Their Board, And Vote
        With Board Majority. (Suggested)

  B. Administration - MorrisNet/2! Zone96 Admin
     1) 3 sysops
     2) 2 users
     3) Permanant members:
        Matt Riedel, John Looker, Ken Elpus, & Rich Cooper
        a.  Permanent Members have Permanent Status on The
            Zone96 Administration.
        b.  Should a Permanent Member leave for any reason,
            they may reclaim their position and Status on the
            MorrisNet/2! Administration at any time during the
            lifetime of the network.
            ** This Rule is Non-negotiable.  The Permanent Members
               are the Founders of This Network and May Return to
               Administrative Positions at ANY time.  Under No
               Circumstances can this rule be changed. **
     4) Voted upon, sysops vote for sysops, users vote for users.
     5) VoteMgr will Tally Votes (96:96/10)

II. Rules & Nettiquette
    A. Messages
       1) Moderators
          a. Appointed (or if they invent the echo, they moderate it)
          b. Mod's Make OWN rules, so long as they abide by this, all
             moderator-variable rules will be labled: <MV>
          c. If moderator breaks own rules, they are removed, along
             with the echo, however, if the echo is active, it stays
             and a temp. moderator is put in place until the users
             decide who (the temp will most likely be u or rich..)
       2) General Rules
          a. Treat it as though you were talking to your mother, or
             a small child.. No swearing <MV>, or flaming, etc <MV>
          b. No illegal discussions (pirating, hacking, etc) <MV>,
             reluctantly [first admendment..]
          c. Treat the echo as though it was your own.
          d. All echos will be voted upon by users (the voting topics
             will slow down eventually, as the echos get established)
          e. ANSI Codes are Allowed In All Conferences.
          f. High Order ASCII codes are Allowed In All Conferences.
    
    B. File Echos/Gofer
       1) _NOT_ every BBS has to join..  <LD charges..>
       2) Must make _ALL_ acceptable files available

III. Rules for Sysops & BBS's
     A. BBS's
        1) No pirated/copyrighed, etc software may be available
           on _ANY_ of the systems associated with this net
        2) Please poll nightly, if possible, at minimum (until
           echos get larger) poll 3 times a week, at your dis-
           cresion.
        3) Mail Hour is the same as Fidonet, so as not to overload
           a system with mail hours. At mail hour no users allowed,
           just network mail, files, and echos. Daylight Savings
           time is not observed. If your system uses Daylight Savings
           time, please adjust the mail hour in the same direction of
           the time change, or do not observe Daylight Savings.

           a. Mail Hours By Time Zone:

              Eastern Standard Time  :    4 AM to 5 AM
              Central Standard Time  :    3 AM to 4 AM
              Mountain Standard Time :    2 AM to 3 AM
              Pacific Standard Time  :    1 AM to 2 AM
              Hawaii Standard Time   :    11 PM to Midnight

           b. If your system will be unable to make this time
              commitment, do not apply for access in the network.
              If your system will be down, please notify the Nodelist
              Coordinator.
        4) If possible, when we get bigger, only 24 hr. a day BBS's,
           however single users are allowed, so long as they are points.
           Except in individual cases: Matt Riedel, Ken Elpus, and
           Rich Cooper and anyone else the Admin decides deserves an 
           independant node.  For Independent nodes that are NOT Points of
           Another system, the Independent node must be affiliated with
           The Morris County BBS Users Group.

     B. Sysops
        1) You have to be cool.. :)
        2) Be honest with the user votes..  People will be checking
           up to make sure you cast your ballot in favor of how the
           users voted. <except on sysop designated topics..>
        3) Your free to do what you want with the board, so long as
           it doesn't interfere with the net, when it does, that's
           when our policies come in hand.
        4) We're not your bosses, your our bosses, tell us what you'd
           like to see.
        5) You MUST have fun.
        6) No smoking, drinking, or the abuse of drugs is permitted on
           net..  We discourage it in real life, too. :)
