Delrina Supports Canadian Government's 'Blueprint for Change'

Delrina FormFlow 1.1 Used by Numerous Federal Agencies to Reduce Paper
Burden and Automate Workflow Processes

OTTAWA, ONT and TORONTO, ONT -- January 31, 1995 -- Delrina Corporation
(NASDAQ:DENAF, TSE:DC) today announced that departments and agencies
throughout the Canadian government have recently standardized on or made
substantial investments in Delrina's market leading electronic forms
software to reduce paperwork, improve productivity, and streamline
organizational processes. Currently, more than 25,000 government forms are
already available electronically with Delrina FormFlow and previous
Delrina forms software.

"The majority of government Forms Management groups have been using Delrina
FormFlow and its predecessor products as a design tool since 1988," said
Wayne Fraser, Manager, Canadian Government Sales at Delrina. "As much as
75% of the remaining paper-based forms will be computerized over the next
three years as departments standardize on forms-based, e-mail enabled
workflow applications. The federal government is finding that by using
electronic forms, they can minimize the amount of time and money spent on
processing these forms."

The following agencies have made significant purchases of Delrina FormFlow
1.1 over the past six months:

* Royal Canadian Mounted Police
* Public Service Commission
* Environment Canada
* Veterans Affairs Canada
* Industry Canada (formerly Industry Science and Technology Canada,
  Consumer and Corporate Affairs, and Investment Canada)
* Canada General Standards Board
* Human Resources Development Canada (formerly Canada Employment and
  Immigration, Labour Canada, and parts of Health and Welfare Canada)
* Heritage Canada (formerly Communications Canada, Parks Canada, and
  Secretary of State)

For example, the Public Service Commission (PSC) is implementing Delrina
FormFlow agency-wide, in both French and English. A rigorous training
program is under way and by April 1, 1995, the PSC will have 100 different
electronic forms running on their wide area network.

"Electronic forms do more than eliminate the hidden costs -- such as
storage and wastage -- associated with using paper forms. They can also
speed up the approval process," said Ron Pelton, Director, Information
Services for the Public Service Commission. "For example, there are
typically delays with any approval process because many of our key people
are located across the country. Something may be approved verbally but it
can take up to two weeks to conclude the paperwork and make the decision
official. Delrina FormFlow provides an electronic signature feature,
security, and communication capabilities, the combination of which makes
signature approval virtually as fast as verbal approval."

There are additional benefits to using Delrina FormFlow to automate the
flow of information. For example, in the Commission, they set up forms to
deal with multiple languages, allowing French and English speaking people
to use the same forms. If a user fills out a form in French and sends the
form to an English-speaking person, the form will appear on the receiver's
computer screen in English.

The popularity of Delrina FormFlow in the Canadian government marketplace
has spawned a growing base of user groups and consultants specializing in
Delrina forms software. The Public Works and Government Services Canada
(PWGSC) use Delrina FormFlow 1.1 in their department and regularly hosts a
FormFlow user group meeting for federal government employees. In addition
to working with a network of integrators and trainers in the Ottawa area,
Delrina is specifically working with consulting firms to integrate
FormFlow into new accounting packages, asset management packages, and
human resources software for government departments.
