THE INTERNATIONAL COVENANT ON THE RIGHTS OF INDIGENOUS NATIONS
                              AUTHORIZED VERSION
Drafted by CWIS - Geneve, Switzerland
                             $3.00 pbk 280DP00110

THE COVENANT ON THE RIGHTS OF INDIGENOUS NATIONS is the first
comprehensive international law to address the rights and long-
term social, economic and political interests of indigenous
nations. Twenty-five years after indigenous nations began to
reassume their responsibilities in the international arena,
this concrete initiative now calls upon individual indigenous
nations to directly decide what role they will play in
       international affairs.

ANTI-INDIAN MOVEMENT ON THE TRIBAL FRONTIER:
                            SPECIAL REVISED EDITION
                              by Rudolph C. Ryser
                               $9.00 280OP00078

Now, after six-years of research, Rudolph C. Ryser, chairman of
The Center For World Indigenous Studies and former Executive
Director of the National Congress of American Indians, recounts
the details of a movement "intent on the overthrow of tribal
governments" and a movement which seeks "the complete
displacement of Indian peoples with non-Indians" on Indian
reservations. Following behind the political efforts of the
Anti-Indian Movement, the U.S. Supreme Court is according to
Ryser, "ignoring its own precedents" when it "endorsed state
and county defacto annexation of tribal territories."

Under the guise of "mainstream non-profit research and
education organizations" and deceptively attractive "equal
rights for everyone" slogan made more widely popular by former
Klansman and Nazi sympathizer David Duke, the Anti-Indian
movement seeks and receives support and money from unsuspecting
       "reservation non-Indians" and off-reservation non-Indians who
"just want to be left alone." With their own agenda, the Anti-
Indian Movement employs tactics and slogans calculated to
exploit Indian and non-Indian fears of each other.

THE ANTI-INDIAN MOVEMENT IN THE WISE USE MOVEMENT:
                    THREATENING THE CULTURAL AND BIOLOGICAL
                          DIVERSITY OF INDIAN COUNTRY
                              by Rudolph C. Ryser
                             $3.00 pbk 280DP00111

Adapted from ANTI-INDIAN MOVEMENT ON THE TRIBAL FRONTIER, this
paper takes a closer look at the evolution of the Anti-Indian
Movement in the United States, linking it to the newly formed
       "Wise Use" Movement.

"The Anti-Indian Movement also operates within the framework of
the Wise Use Movement with the goal to replace Indian land
rights with private non-Indian property rights....These
movements wrap their public statements in the protection of the
U.S. Constitution and its emphasis on property rights.
Underneath, there is a single-minded bigotry which not only
threatens the cultural and biological diversity of Indian
nations and their territories, but directly challenges U.S.
public and private efforts to protect the environment from
       further degradation.

                     SOLVING INTERGOVERNMENTAL CONFLICTS:
TRIBAL GOVERNMENTS AND THE UNITED STATES FEDERAL SYSTEM
                              by Rudolph C. Ryser
                             $7.00 pbk 280OP00082

Tribal leaders established the Inter-Tribal Study Group on
Tribal State Relations in the Fall of 1979 to "define
alternative methods for resolving conflicts between Indian
tribes, states and the United States." The Study Group
originally published its Report in 1980 under the title "Tribes
and States in Conflict" using relations between Indian tribes,
the State of Washington and the United States as points of
reference. The Report immediately became a milestone setting
down new principles and new directions for the political
development of Indian nations in United States. "Solving
Intergovernmental Conflicts" is adapted from the original Study
Group Report. It contains most of the original report as it
was published in 1980. The original editor of the Report,
Rudolph Ryser, supplements the original text with updated
materials. He discusses many of the major intergovernmental
agreements between Indian governments and neighboring
governments negotiated since the Report was issued.

"Clearly defined and structured intergovernmental relations are
essential to maintaining the political existence of Indian
       tribes."

THE INTERDEPENDENCE OF BIOLOGICAL AND CULTURAL DIVERSITY
                           by Bernard Q. Nietschmann
                             $3.50 pbk 280OP00083

An essay that explores and defines the symbiotic dependency
between cultural and biological diversity. Nietschmann, a
longtime advisor to the Miskito Nation, uncovers the hidden
Nations that keep the environment biologically sustainable, but
are being threatened by the ever-expanding states that surround
       them.

"One of the most pressing global challenges is to find ways
that states and nations can work together to mutually develop
by cooperatively maintaining bio-diversity and healthy
       environments."

THE MEANING OF 'NATION' AND 'STATE' IN THE FOURTH WORLD
                               by Richard Griggs
With a critique by Joseph E. Fallon
                             $3.50 pbk 280OP00080

What is a Nation and what is a State? Is there any difference
and how does it effect the relationships between peoples? In
this paper, Richard Griggs examines the use and misuse of these
terms in relation to Fourth World Nations. Griggs clearly
shows how the strategic use of language by States has been used
as a potent weapon in their imperialistic consolidation of
       power.

"The obscuration of State and Nation, as perverse as it is,
becomes a powerful tool of oppression by destroying the
concepts required to understand the meaning of freedom and
       self-determination of peoples."

INDIAN SELF-GOVERNANCE: PERSPECTIVES ON THE POLITICAL STATUS
OF INDIAN NATIONS IN THE UNITED STATES OF AMERICA
Edited by: Rudolph C. Ryser, Dr. Carol J. Minugh, and
                             Prof. Glen T. Morris
                            $12.00 pbk 280BK00001

Indian Self Governance is a book of ideas and perspectives
springing from Indian intellectuals. The views presented
reflect the thinking of individuals who are active participants
in Indian Affairs - each making contributions tempered by
influences from their own nation and professional pursuits.
The authors were chosen for their diverse backgrounds and
points of view. The writing of such noted Indian authors as
Ward Churchill, Glen T. Morris, and John Mohawk are presented
       here in this ground-breaking work.

"No right is more sacred to a nation, to a people, than the
right to freely determine its social, economic, political and
cultural future without external interference. The fullest
expression of this right occurs when a nation freely governs
       itself."

                               FREEDOM TO LEARN:
          A TRIBAL RESERVATION-BASED AND COMMUNITY-DETERMINED PROGRAM
                           FOR A LIBERAL ARTS DEGREE
                            By Dr. Carol J. Minugh
                             $3.50 pbk 280OP00084

The Evergreen State College is the host for an unusual
       educational experiment -- a Reservation-Based and Community-
Determined (RB/CD) post-secondary program operating on four
separate Indian Reservations. The overall program is augmented
by a cooperative relationship with the Northwest Indian College
on the Lummi Reservation and the Salish Kootenai College on the
Flathead Reservation. The combination of community, tribal and
state cooperation has produced a unique program that builds
diverse leadership in local communities. This multi-
reservation program rooted in the philosophy of empowering
individuals, was created to affirm cultural standards and thus
strengthen Indian nations from within. Relying on the
knowledge base of each tribal community each RB/CD program
reflects the local realities, needs, priorities and community
goals. The program gives each student the freedom to learn.

Dr. Minugh is member of the Gros Ventre Nation in Montana and
is the creator of the Reservation-Based and Community-
       Determined educational program.

IRELAND, ENGLAND, AND THE QUESTION OF NORTHERN IRELAND
                              by Joseph E. Fallon
                             $3.50 pbk 280OP00079

Why are people killing one another in Ireland? What has kept
the bitter fighting going on generation after generation? In
this expose, Joseph E. Fallon explores the historical roots of
the conflict raging in Northern Ireland and brings to light the
fallacies the present conflict has wrapped itself in for over a
       century.

"For Europe, the calendar reads 1991. For Northern Ireland
however, time stopped centuries ago. There, regardless of the
day, month, or year, the calendar always reads July 1, 1690."

THE STATE AND INDIAN NATION'S WATER RESOURCE PLANNING
                         by Professor Jovana J. Brown
                             $3.50 pbk 280OP00081

A concise history of water management and territorial rights
between Indians and states that traces its development from
treaty making in the 19th Century to the Chelan Agreement in
1990. It is revealed that, "treaty tribes are playing an
increasingly important role in environmental decisions." Prof.
Brown describes negotiations that respond to the issues of land
       agreements and water rights.

"Water resources policy is the natural resource topic for the
1990s. Some observers say we don't really have enough water to
maintain the lifestyle that Euro-Americans developed in the
       Western half of this country."
