                                Overview

Somar(TM) ReDial is an NT service that maintains a full-time dial-up PPP 
internet or other RAS connection, by redialing whenever the connection is 
lost. Can optionally cycle the EMWAC HTTP and other services which lock up
when the RAS connection is stopped and restarted. Can also throttle redialing,
for cases where there is a cost to redialing.

to terminate immediately with no error message, due to unitialized variable.

Fix problems with service initialization. Allow starting and stopping service
without disrupting existing RAS connection. Account for busy signals and other
fixes to optional dial throttling feature.
