* will be accurate for years to come.  Any future        *
* releases of the Military Pay Calculator will be free   *
* to you.  When you register your copy, a registration   *
* number will be sent to you that removes the opening    *
* registration reminder screen and flashing reminder     *
* messages.  Also, the registered version saves your     *
* last entered values for years, months, exemptions,     *
* special pays, etc., so you won't have to enter them    *
* each time you use the program.  The registered version *
* also allows you to print out complete pay reports for  *
* Active Duty, Annual Training and Reserve retirement.   *

	* These files can be deleted after setup has been
          successfully run.
          If you choose to delete this program at a later
          date, be advised that some of the other support
          files (such as threed.vbx, vbrun300.dll, etc.) 
          may have been on your hard drive before this
  	  installation. You may wish to check your Windows
          directories (both the \windows and \windows\system)
          BEFORE installation to see what files you already
          have.

	** These files are not copied to your hard drive.  
           They remain on your floppy disk. 

      
----- INSTALLATION -----

   To install the Military Pay Calculator on your hard drive,
   perform the following steps:

	1. Start up Windows
	2. Insert the floppy disk in drive A: (or any floppy
           drive)
	3. From either the Program Manager or File Manager 
           select the RUN command under the FILE menu.
	4. Type a:setup (or b:setup if installed in drive B:)
           and press ENTER.

	If the program files are already on your hard drive,
        perform the following steps:

	1. Start up Windows
	2. Using File Manager, go to the directory with the
	   program files.
	3. Select the setup.exe file and press ENTER or 
	   double-click on the file name.  

   The Setup program will automatically find your Windows 
   directory and ask you if you want to install the program
   in the suggested directory. If you want, you can type in a
   different directory and Setup will create it for you if it
   doesn't already exist.

   The Setup program will also create a program group with the
   Military Pay Calculator icon installed.  Once the group is 
   installed, just double click on the icon to start the program.

----- UPGRADING FROM A PREVIOUS VERSION -----

   If you are upgrading from a previous version of the program,
   you can simply run setup.exe and it will properly overwrite
   all your old files.  If you are currently using version 2.0a or 
   prior, you MUST use this method since the format of the 
   taxtable and paytable were changed.  If you are upgrading from
   version 2.1 or later you have two choices.  One, you can simply
   run the setup program as explained above.  Two, if you have
   previously entered VHA or other data into your pay or tax
   tables and you don't want to re-enter the data, perform
   the following:
   
      1.  Rename your current paytable.dbf and taxtable.dbf files 
          to paytable.tmp and taxtable.tmp.  These files are 
          located in your MilPay directory.

      2.  Run the setup.exe program.

      3.  Delete the newly created paytable.dbf and taxtable.dbf
          files.

      4.  Rename your paytable.tmp and taxtable.tmp files to
          paytable.dbf and taxtable.dbf, respectively.

   You can now run the program using your previously created files.

   ***REGISTERED USERS ONLY (versions 2.2 and prior) ***

   The first time you use this program you will have to re-enter 
   your registration number and user data.  You also can delete
   the milpay.key file located in your MilPay directory as it is
   no longer used.

----- HOW TO USE THE MILITARY PAY CALCULATOR -----

   Press the F1 key or select Contents under the HELP menu to 
   receive complete help and information for this program.  To
   get started quick, perform the following steps to figure your
   pay:

	1. Select the desired pay option from the OPTIONS menu.
	2. Select Officer or Enlisted.
	3. Select your paygrade.
	4. Enter the years, months and other appropiate information
           depending on the type pay you selected. (e.g. special
           pay, deductions, drill points, etc.)

   That's it!  The program will calculate your monthly and annual
   income based upon the included 1995 pay table and tax table.
   If the tables change in the future you can update the tables
   by selecting "PayTable" or "TaxTable" under the OPTIONS menu.
   Enter any pay changes in the appropriate columns.
   
   NOTE:  Enlisted BAS is based on 30 days times the daily rate
   when on leave or authorized to mess separately.

Version 3.5 - 10 Jan 95

   Added 1995 pay and tax tables.

   Added Survivor Benefit Plan (SBP) calculations.  User can
   select any valid base amount and program will automatically
   calculate the SBP premium and benefit.

   Added the capability to print out pay charts for both Active
   Duty and Reserve Drill pay. - Registered version only

   Added the capability to calculate federal taxes for retired
   pay.  Net and gross income displays are now available for
   all Active Duty and Reserve retired pay.

   Added input box to allow entry of other allowances.  User
   can now enter additional allowances received such as Family
   Separation Allowance (FSA), etc.

   Added COLA chart to help file showing all military pay raises
   since 1945.

Version 3.01 - 1 July 94

   Minor coding changes to reflect DoD calculation conventions.Depending
   on the type of calculation, some totals or subtotals are rounded to 2,
   3 or 4 decimal places.  Certain calculations in prior versions may
   have been off by one or two dollars.

Version 3.0 - 1 May 94

   Added Reserve pay options.  The program will now calculate Drill
   pay, Anuual Training or ADT, and Reserve retirement.  Federal and
   FICA taxes are calculated and several user customizable options
   are available to tailor the program for your particular require-
   ments.

   Added the ability to print a complete breakdown of Active Duty,
   Annual Training or Reserve retirement pay. - Registered version only

   Added Break in Service option.  For those individuals with a
   break in service, there is an option to allow your retirement pay
   to be correctly adjusted to the proper pay table column.

Version 2.2 - 1 Feb 94

   Added option to adjust for inflation.  If the Regular or Early
   retirement option is selected, you can adjust your retirement
   income for annual inflation rates up to 25% and up to 30 years 
   into the future.

   Added boxes to display BAS, BAQ and Basic Pay.

   Added un-install instructions in the help file to allow the user
   to completely remove the program at a later time, if desired.

Version 2.1 - 1 Jan 94

   Added 1994 pay and tax tables.  The pay table now contains
   separate columns for VHA with dependents and VHA without
   dependents.  The tax table contains the newly expanded tax
   brackets required by the IRS for 1994.

   Modified the net annual pay calculation to take into
   account those pay grades whose annual basic pay exceeds the
   maximum allowable FICA taxable wages.  This only affects O-6
   and above for 1994.

   Now saves your last entries for paygrade, years, months,
   exemptions, special pay and deductions.  It also saves your
   last selection of marital status and whether or not you live
   in government quarters.  These values will automatically be
   displayed when you use the program at a later time. - Registered
   version only

   Modified the pay raise algorithm.  DOD does not just 
   multiply everything by the pay raise percentage.  DOD
   uses one method for Basic Pay and BAQ, and another
   method for BAS. In case you're interested, to calculate
   a monthly Basic Pay or BAQ pay raise:

   ((Basic Pay or BAQ) * (1 + payraise))/30 -- then round off
   this value to the nearest penny and multiply by 30.  BAS is
   just multiplied by the pay raise and rounded to the nearest
   penny.

   Modified the UNDO function.  Selecting the UNDO menu item
   will now return the pay table to the original values at
   startup regardless of the number of pay raises you entered.  
   Versions 2.0 and prior would only undo the last pay raise.

   The user is alerted if an attempt is made to quit 
   the program and the values in the pay table have changed.
   The user has the option of saving the new values or returning 
   to the original ones.

   Added the CHANGE REDUCTION FACTOR item to the OPTIONS menu to
   allow the user to change the reduction factor used to decrease
   retirement income for those individuals that entered the
   service after 7 September, 1980.

Version 2.0a - 20 Sep 93

   Changed registration procedure so user can enter a 
   registration number.

Version 2.0 - 1 Sep 93

   Calculates gross and net income using personal 
   exemptions and current federal tax tables.

   Calculates social security (FICA) taxes.

   Can manually enter personal deductions such as 
   allotments (e.g. SGLI, Dental, etc.) or state taxes.

   Can now update the pay table with an across-the-board
   pay raise with a single menu command.

   Can undo your last pay raise with a single menu command.

   Added a VHA column to the pay table so VHA rates can
   be saved for the user's geographic location and 
   automatically entered when calculating active duty pay.

   Can update the tax tables when changes are made.

Version 1.3 - 1 Aug 93

   Can now pop up the OPTIONS menu anywhere on the 
   application's main screen by simply clicking the right
   mouse button.    

   Added two additional items under the Help menu: "Search
