    Explanation
    ~~~~~~~~~~~
          (Let me note first that I am not an attorney, and that this
          is not offered as "legal advice"; for advice about laws,
          treaties, directives, etc. which might apply where you are, you
          are urged to seek competent local legal counsel.)

    One important concern of electronic bulletin boards is to screen
    incoming ("uploaded") files.  Over the years, a number of simple
    upload_test procedures have been put into use on different electronic
    bulletin board systems in various parts of the world.  And once a BBS
    has put such a test procedure into use, there may be a tendency to
    let it do its job and forget about it.

    Unfortunately, some of the early upload_test procedures alter or
    destroy some of the incoming files, in ways which appear to conflict
    with the respective author(s)'s rights under copyright laws and
    corresponding international treaty.  Also, in the years since, the UK
    has made a Computer Misuse Act, under which the modification of
    material in a computer (including data or program), without the
    permission of the owner of that material, would seem under some
    circumstances a prosecutable offense;  of particular interest here
    might be instances where such modification would impair the operation
    of a program or the reliability of any such data.

    I don't see how it's anyone else's business if people privately
    modify material on their own computers -- one could regard the
    personal private use of a computer as an extension of a person's
    mind.

    But if that modified material is passed on to others publicly, such
    as in the operation of a public electronic bulletin board system or
    in commerce, then copyright laws, and various national laws, might
    apply.

    So, let's do a simple check, and see if it says that an upload test
    procedure, used somewhere along the line before this package reached
    you, might need to be modified or replaced.


    Simple Check

    If this zipfile has reached you undamaged, then the upload testing
    procedure used, respectively, by each Bulletin Board System which
    processed it, has passed the simple test provided by this package.

    But, if this is the only copy of UPGRADE.TXT, and there is no entry
    listed for !\UPGRADE.TXT (see also "File Structure", below), then the
    package which reached you has been damaged, possibly by some
    procedure which took place before the package reached your system, or
    perhaps by an automatic upload_testing procedure used on your own
    system.


    File Structure
    ~~~~~~~~~~~~~~
    This zipfile was originally made with zipped path information, using
    the author's registered copy of PKWARE's PKZIP Version 2.04g, with
    Authenticity Verification enabled.  For each file included from the
    current directory, a "shadow file" with the same name was included
    from a subdirectory called "!".  If this is the only copy of
    UPGRADE.TXT contained in the package, then the package was damaged.
    If you had received the undamaged package, then to extract the
    complete structure, you would have been able to do

    Your current directory would then have contained

        FILE_ID.DIZ   a brief identification of this package, for
                      automatic display on various bulletin board
                      systems.

        README        a short file directing attention to the UPGRADE.TXT
                      file in the current directory.

        UPGRADE.TXT   a file containing explanatory material like that
                      provided in this file, but corresponding to the
                      case in which this package had arrived undamaged,
                      and without the material provided in "What To Do"
                      through "Good Copy", below, for helping correct the
                      problem which damaged the package in the first
                      place.

    and would have contained a subdirectory !, in which would have been
    the following "shadow files":

      !\FILE_ID.DIZ   a brief identification saying that the package had
                      been damaged (which was moved into primary position
                      when the damage occurred), for automatic display on
                      various bulletin board systems.

      !\README        a short file directing attention to the UPGRADE.TXT
                      file (README was identical to !\README).

    What To Do
    ~~~~~~~~~~
    First, check if this copy of the FWKUTC01.ZIP package was damaged
    before it reached your system, or if it was damaged by a test
    procedure on your own system.  The correct total length for the
    undamaged package is about 7611 bytes (it may be somewhat increased
    by a zipfile comment added by an electronic bulletin board).  A
    typical length for a damaged version of the package is about 4508
    bytes (with possible addition due to an added zipfile comment, or due
    to using less compression in zipping the altered zipfile).

         If you downloaded this package from a bulletin board, was the
         copy there listed as having about the same length as the one you
         are working with now?  If so, then the damage probably occurred
         before the package reached you.

         If the package was uploaded to your bulletin board system, do
         you have any automatic log of the length of the file as it was
         received (YES/NO)?

             If YES, did the communications log show about the same
             length on reception as the package had after it was
             processed by your test procedure?  If so, then the package
             was probably already damaged before it reached you.  If
             it was substantially reduced (see approximate lengths,
             above), then the damage probably occurred during testing on
             your own system (see "Replacing The Upload Test Procedure",
             below).

             If NO (i.e., you do not have such a log), then it may be
             best for you to get a good copy of this package, and run it
             through your test procedure while you watch (see "Good
             Copy", below).


    Modifying Or Replacing The Upload Test Procedure
    ~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
    If this FWKUTC01.ZIP test package was damaged before it reached you,
    please try to track down where the damage occurred, and please bring
    the following material to the attention of the person or persons
    operating that system.

    If the damage took place on your own system, it is urged that you
    modify or replace your test procedure. (See "Sales Pitch", below.)


    Sales Pitch

    There is available an automatic test procedure, specially designed to
    process zipfiles made with earlier versions, or the current version
    2.04g, of PKWARE's PKZIP without damaging their internal zipped path
    information, and without damaging the current Authenticity
    Verification Stamp.  This test procedure was developed in the United
    States, in a development program involving more than one million node
    hours on giant bulletin boards, where it is now in use day and night.
    It is used both for testing files uploaded to the bulletin boards
    from outside, and for testing files added locally.

    This extensively tested product is now available worldwide at very low
    prices, on a shareware basis which allows you to try out all of its
    features before you decide whether to register.  For example, for
    personal use or for a bulletin board with up to ten nodes, the
    registration price is only $20.00 US.  The suggested test time is two
    weeks; unauthorized use of this software for more than thirty (30)
    days in a public, commercial, school, institutional, or governmental
    environment, without payment and registration, is not permitted.

    The current version, released 1993 Aug 10, is packaged in an
