SUBJECT:  Peer Review Problem Solving System

Problems arise in every organization.  The mark of an excellent
organization is not the absence of problems but the effective resolution
of problems once they appear.

In keeping with our commitment to (important organizational values
behind the adoption of Peer Review, open communication, cultural change,
employee empowerment, etc.), we will be implementing a new problem
solving procedure called Peer Review in the near future.

The Peer Review process will clearly outline a simple and
straightforward series of steps for resolving day-to-day workplace
problems, complaints and grievances.  It will also provide for an
innovative final step if initial problem solving efforts are
unsuccessful: a panel made up of three of the employee's peer and two
managers will hear the complaint and render a final and binding
decision.

A design team has been selected from various departments to tailor the
concepts of Peer Review for [Company].  Members of this Implementation
Team are:

Over the next few months this team will be developing:

A Peer Review Policy and Procedures document that will provide complete
instructions on the system.

A complete Communications Plan to assure that all employees understand
Peer Review, how to use it, and how to volunteer to be certified as a
panelist.

A Measurement Plan that will allow us to measure the success of the
system.

A Training Plan that will equip supervisors, managers and employees with
the skills and confidence needed to solve problems quickly and fairly.

Panel members will be meeting frequently over the next few months to
complete their design work and submit their recommendations to senior
management for final approval.  We will be issuing periodic
communications to keep you posted on the progress of the development of
this new system. Peer review is another step we are taking together to
create thebest possible working environment.

