Fixes and Changes In Version 1.22

02/27/90: Fixed a bug in empire update that would send fleets to
coordinate 0,0 on the map and crash the system. This bug caused
garbage to appear on the menus. Thanks to Bruce Johnson who pointed
out the bug and provided substantial documentation to help me fix it.

02/28/90: Fixed a bug in empire conquest. When a capital is
conquered, a new world is chosen as a capital. Sometimes a starbase
is chosen. Unfortunately, the NPE routines cannot deal with a
starbase as a capital. I had to take out the routines in empire
conquest so that only planets can be capitals. Thanks to Julian
Richter for finding this bug.

Fixes and Changes In Version 1.30

10/04/90: Fixed a bug when an player empire is conquered. It used to
get into an infinite loop, asking for the password over and over
again.

10/06/90: Pirate empire now set their defenses as kingdom empires do.

10/10/90: Added berserker empires (NPE Type = 4). They use starbases to 
move from planet to planet stealing resources.

10/11/90: Add ability to request close up of fleets as well as
worlds. Now when hitting <Return> in the map a listbox of all objects
in the sector appears; player is allowed to select close up on one of
them.

10/15/90: Fixed a bug in the Launch LAM routines that did not allow
the player to launch LAMs to a starbases that was known but not
scouted.

10/16/90: Fixed a bug in ATTNPE.PAS which caused NPE fleets attacking
transport fleets to retreat without fighting.

10/18/90: Added guardian empires (NPE Type = 5). These simple empires 
LAM any fleet that gets in range. They are very useful for blindly 
protecting areas of the galaxy.
