No, through some |m025quirk, you are granted access to the |uShadowNetwork|u, and suddenly |m025you are the President, with all the power that implies. We also wanted Shadow President to give people the world.  We wanted them to explore the world, interact with it, learn what makes it tick.  In short, we wanted Shadow President to be more than a game. Yes, it had to be fun and do everything a game does.  But it also needed to be an experience, with the full flavor of diplomacy and the dilemmas of violence.  We also wanted insiders to say: "Yeah, it's only a game, but it feels right." In order to accomplish this, we needed to understand more about the way the world works (that is one reason I went back to school to work towards a Ph.D.).  Besides the data of troops and GNPs, we needed to know the impact of ethics and ambition on foreign policies, understand how coalitions and alliances form, unveil the dynamic relation between peace and war, reveal the foundations of community and ideology.  We also needed to grasp the basic tools of foreign policy, including the nuances of military and nuclear strategy.  We needed to understand power and put it under the player's control. One example illustrates the depths which make Shadow President more than just a game.  A basic design element is the tension between ethics and strategy.  We stressed this element for the following reasons: The strategist seeks to preserve or expand the nation's "freedom of action," its physical (and psychological) well-being.  The ethicist seeks to define this "freedom of action" and improve the individual's psychological (and physical) well-being.  Both ethics and strategy attempt to rationalize human action.  They prod us to think before acting, to consciously understand the context of thought and action.  Without ethics, strategy is blind; without strategy, ethics is naive.  In isolation, both are dangerous or impotent.  When wisely integrated they create, preserve, enhance and legitimize power.  Thus, any violation of an ethical norm jeopardizes strategy.  For example, Saddam Hussein's invasion of Kuwait was not doomed simply by an absence of strategy.  It was doomed because he ignored the international ethic, discounted the moral outrage his deed would provoke.  He brought the wrath of the world down upon his head. This ethical-strategic dynamic is present in Shadow President.  The player must constantly preserve both his strategic capability and his ethical legitimacy.  If he or she loses either, the United States is doomed. By simulating such dynamics, we have put the essence of global politics inside a PC.  We provide entry into a simulated environment normally reserved for an exclusive elite.  We load the PC with accurate information and applied intelligence, then let you walk around the world and interact with it. Of course, you can ignore all the info and get right down to business. Revitalize Latin America; disarm the United States; increase social spending; balance the budget.  Or if you'd rather, you can cut foreign aid; invade helpless countries; ignore the UN; assassinate foreign rivals. But be forewarned: the world will respond. (Using a "DOS SHELL" like PC-Tools, PC-Desktop, or Windows to launch Shadow President.) |bPermanent Fix:|b  Shadow President is a DOS program and should be run directly from the DOS prompt.  Do not use the "DOS SHELL" to launch Shadow President. |bPROBLEM:|b  The game dies at various spots early in the game. |bVerification:|b  This error is similar to the one above because it is caused by another type of resident software.  We have had several reports of STACKER (a hard drive compression program or "disk doubler") users having problems with Shadow President locking up. |bPermanent Fix:|b  In several instances, the line that loaded the STACKER software in their CONFIG.SYS file had "/ems" somewhere on the line. We believe this parameter instructs STACKER to either load portions of itself into EMS, or utilize EMS in some other fashion.  Removing this parameter seemed to solve the conflict for these people.  Another problem was found when a user was loading STACKER "high."  This is signaled by something on the line that reads "DEVICE HIGH" or "LOADHI" or something similar.  The last conflict with stacker usually involved using QEMM, 386MAX, or EMM386 at the same time as STACKER.  In these cases, creating a clean boot diskette that loaded nothing but the STACKER driver worked best. |bPROBLEM:|b  The game dies when the WHC advisor is pressed. |bVerification:|b  This error is usually caused by insufficient available RAM (not to be confused with hard drive space).  There is usually (but not always) an error 0009 message on the screen.  When at the DOS prompt in the Shadow President directory, type MEM (ENTER) (or CHKDSK (ENTER) (for DOS 3.1).  The largest executable program size (or free RAM) must be at least 525 K (or 537,600 bytes). |bTemporary Workaround:|b  The user needs to remove some of the resident software that is taking up available memory.  The user needs to edit the AUTOEXEC.BAT and CONFIG.SYS files located in the root directory of their hard drive to make them similar to the sample versions shown in the manual. |bPermanent Fix:|b  The user can make permanent changes to their normal CONFIG.SYS and AUTOEXEC.BAT files, or they can create a Clean Boot Disk.  To help the user create a Clean Boot Disk, see "Making Bootable Diskettes."  Upgrading to DOS 5 is also a good idea for those who haven't already.  It is much easier to maximize your available memory with DOS 5 than with older versions. |bPROBLEM:|b  Program hangs right after tutorial (while redrawing world map) |bVerification:|b  The user probably has the TEMP or TMP environment variable set to a drive that does not have enough available space to store the temporary files that Shadow President creates.  Look for a "SET TEMP=" or "SET TMP=" line in their AUTOEXEC.BAT file. |bPermanent Fix:|b  Change the "SET TEMP=" line to point to a drive and directory that has at least 1 Megabyte of available space.  If the Shadow President directory has at least 1 megabyte of free space, you can simply remove the "SET TEMP=" line. |bPROBLEM:|b  Sound Blaster Interrupt Problem (Game Locks up when a sound plays). |bVerification:|b  The user has just installed Sound Blaster (regular, Pro, or 16 ASP), and after running SNDsetup, the game now locks up (may occur before or after the Shadow President introduction). |bPermanent Fix:|b  User must know what the Base address, IRQ their Sound Blaster (regular, Pro, or 16 ASP) is set at.  See below on how to test for these settings.
