    To ensure the swift and certain indictment and conviction of all persons
    involved in the crimes and violations against national and international
    law as specified in the indictment, Case No. 851172, the following
    information must be obtained from investigators prior to filing formal
    charges with the Attorney General's office, The State Department and The
    World Court.

    The information must be as complete as possible and refer to full names,
    complete addresses, and full descriptions.  Where a summary of evidence is
    requested, this summary should include the means, methods, and opportunity
    of a person suspected in the commission of a crime to commit the crime.
    Where details involving equipment, vehicles, or other objects used in the

    commission of a crime are involved, a complete description of the item,
    including names, types, serial numbers and how and where these items were
    obtained, should be included.
    The content of the summary should include the following:

    1.  The address, city, and country of the location where each of the
    hostages are/were being held.

    2.  The methods by which the hostages were transported to these locations.
    (describe or name any vehicles, ships, aircraft or other transport for
    which there is documented evidence.)

    3.  Name or describe the source(s) of the transport vehicles used to
    transport the hostages.

    4.  Name or describe the source(s) of the aircraft and the armaments used
    by the abductors in Liechtenstein.

    5.  The name of the person(s) in command of the attack team in Europe and
    the names of the helicopter pilots. Include a brief summary of the
    evidence of their involvement.

    6.  The names of all persons involved in the execution of the abduction
    and subsequent transporting of hostages other than those named in
    paragraph 5., and a brief summary of the evidence implicating them.

    7.  The name(s) of the person(s) in charge of securing locations for the
    hostages and a brief summary of the evidence.

    8.  The name(s) of person(s) involved in the financing of the operation
    and a brief summary of the evidence implicating them.

    9.  The names of all persons involved in the development and planning of
    the operation and a brief summary of the evidence implicating them.

    10. The names of persons other than those above suspected of complicity in
    the planning or execution of the crime.

    11. A summary of the evidence implicating the official or unofficial
    involvement or cooperation of a foreign government.

    12. A summary of the evidence relating to the primary motivation for the
    crime and the name(s) of the person(s) who can be regarded as ultimately
    responsible for its inception and execution.


